RYA vs DMCA Licence Explained
The international qualification and the local licence — how they fit together.
These aren't alternatives. They work as a pair.
RYA Powerboat Level 2
Issued by the Royal Yachting Association. International, lifelong, no exam, recognised in 40+ countries. It's a competence qualification, not a licence to operate in any particular country.
DMCA Marine Craft Driving Licence
Issued by Dubai Maritime Authority. It's the legal permission to skipper a private pleasure craft up to 12m in UAE waters. It requires the RYA (or equivalent) as a prerequisite plus Emirates ID.
